As you can see in the video, I don't use the breath control feature, as I didn't think it was necessary. It isn't necessary, but it adds +15 accuracy and handling for each hit, so you'll improve your odds for that second headshot. You can probably do it without this if you're super accurate, but why make things harder? This will add +60 to your range AND +30 to your handling. Perks: Ballistic Advantage in the Sniper tree is incredibly helpful. A map and instructions on how to find the bipod attachment are available here, for which I take no credit. The latter reduces your sway by 15% and increases your range by 15%. Gear Accessories: suppressor, T5XI scope, and the optional (but very helpful) bipod underbarrel. I like the DMR overall because the recoil is minimal if you've improved the weapon in weaponsmith, and because the fire-rate is faster. There are a few other Scout rifles you can substitute. The blueprint for this is obtained by reaching Level 10 with the Sharpshooter specialization.

If you go the location in the video below, you will also see that both targets line up pretty close together so you won't have to adjust your shot much. In all the runs I did for this achievement (it ghost-popped for me, so I didn't realize I already had it, which is also why you won't see the achievement pop in the video), they never moved. There is a mining facility the perfect distance and height away from the two snipers you will shoot. Many thanks to Wivafevver for the heads up on this place.

Location: Bald Peak Mine in Mount Hodgson. Metal Crusher's solution is good, but the enemies at the location are spaced out and move occasionally.
